1996 Also receive award of Merit for Public Service from ABS-CBN 2nd Quezon City Government for Service rendered in the Ozone Disco Fire where Prof. Bailen headed the Task Force on Identification organized by the office of the Mayor (Ishmael Mathay) of Quezon City  

1998 Headed the Task Force on Identification, Lung Center Fire, organized by the Metro Manila Development Authority (MMDA) organized by the MMDA Executive Officer, Gen. Nanzanciano (The Team positively identified all of the fourteen 14 unrecognizable totally burned bodies trapped in the hospital) February.

1998 Directed by the office of the Executive Secretary (Hon. Ronald Zamora) Malacaņang to head the Taskforce (which included the NBI and PNP Medico-Legal Personnel) "to ensure the efficient and speedy identification of the victims of the recent sinking of the inter-island vessel MV Princess of the Orient of the Sulpicio Lines, Inc., last October 2, 1988.  

Since 1986 Work as Forensic Anthropologist for NGO Human Rights Group such as FIND, MAG, KARAPATAN, EMJP, DESAPARICIDOS as well as organization of Overseas Contract Workers, well as with the Commission on Human Rights on some cases.  

Also  was asked to review some high profile cases such as the Navy Ensign Phillip Pestaņo, Bre-X Filipino Geologist Michael de Guzman, 2nd OCW Salem case, among others.
